  21. Well... basically people will submit files to you.  You need to check them
  22. out, make sure they work, aren't copyrighted, etc., then post them to the
  23. newsgroup.  Generally people write a script to do the monthly postings,
  24. and I think a mailserver is handy, but I don't see it as a requirement.
  25. Also, to help out with checking out programs moderators often "subcontract"
  26. out to volunteers.
